There seems to be an element of luck in each mission. The first time I went after Garmin Sandiego herself, all I was given was location info but not enough identity info. The second time the travel service kept offering me all the wrong destinations. Persistance paid off, and I finally caught her despite a thunderstorm that blew up while I was playing.
Next Friday, I intend to go after the cache.
